1.SMArt24 融合教育倡导项目
背景现状  
我国在2008年批准的联合国《残疾人权利公约》(简称《公约》)第二十四条规定:缔约国应当确保在各级教育实行包容性教育制度和终生学习, 并为残障人士提供合理便利和个人支助,使他们顺利接受教育。在我国推行融合教育的过程中, 还存在着缺乏承诺、缺乏相关程序、投入不足等种种问题,这种局面在心智障碍儿童方面尤为明显。
项目目标
通过能力建设,支持残障儿童家长组织和相关民间组织(CSO)对《公约》第二十四条的落实情况进行监督和执行。

全国心智障碍者家长组织联盟(简称家长联盟,英文简称NAPO)成立于2014年7月24日,是一家由全国范围内心智障碍者家长组织和家长互助小组自愿组成的非营利性网络化组织。
全国心智障碍服务创新联会(简称心智联会,英文简称CIDDN),是由国内心智障碍人士服务机构、家长组织、心智障碍自组织自愿结成的非营利性网络。

SMArt 24 Inclusion Education Advocacy Project
Although China ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2008 and adopted a new national law to protect the rights of persons with disabilities, the education quality for children with disabilities still needs to be improved, especially for children with intellectual and developmental disabilities. 
The Inclusive Education Advocacy Project aims to build the capacity for parents’ organizations of children with disabilities and civil society organizations (CSOs) to support and monitor the implementation of Article 24 on Education of the United Nations Convention on the Rights of Persons with Disabilities in the People’s Republic of China.

2. 残障、性别与性项目-第二期
项目背景  
残障、社会性别与性第二期试点项目是一个倡导型项目,主要是在联合国残疾人权利公约第25条的规定下,维护残障人士获取性与生殖健康服务和信息的平等权利。
为了改善残障人士及其家庭成员获得社会性别与性、生殖健康以及维护其性权利,2014年-2016年两年间,国际助残与合伙伙伴一加一(北京)残障人文化发展中心和亦能亦行身心障碍研究所,一起执行了残障、社会性别与性第一期试点项目,我们发现:
1. 社会性别与性领域的专家仍然需求继续合作来确保能让残障人士受益;
2. 在目前的中国环境中,残障人士能获取的社会性别与性的服务和信息仍然有限;
3. 居住在城市里的残障人士和农村里的残障人士,在看待性与性别上,有不一样的态度和观念;
4. 只有在心智障碍人士出现了性与性别相关的行为问题之后,心智障碍人士的家长才会意识性教育对其孩子的重要性;
5. 当局政对残障人士的性权利和需求缺乏认知意识和了解。
为了能够满足这些需求,国际助残将与三个合作伙伴机构一起,共同执行在中国的第二期残障、社会性别与性试点项目。
项目目标
通过培训培训师,提供直接支持给残障人士和儿童,以及继续深入倡导决策者和服务提供者更好地满足残障人士的需求,来推动残障议题在性/社会性别的工作中达到主流化效果。

Disability, Gender and Sexuality Project -2nd Phase
Background 
The second phase of a pilot project of Disability, Gender and Sexuality in China is an advocacy project that maintains the equal rights for people with disabilities to access to SRH services and information according to the United Nations Convention for the Rights of Persons with Disabilities (UNCRPD) article 25 in China.
To improve people with disabilities and their families’ access to information on gender, sexuality, SRH and sexual rights, Handicap International (HI) implemented the Disability, Gender and Sexuality pilot project from July 1st, 2014 and identified the following findings:
1. Specialists from the fields of sexuality and disability need to continue working together for the benefit of persons with disabilities;
2. In the current China context, people with disabilities have very limited access to information and services related to gender and sexuality;
3. Persons with disabilities in large cities have a different attitude toward sexuality compared to persons living in less developed areas;
4. Parents of people with intellectual and developmental disabilities do not perceive their children’s needs related to sexuality as a top priority unless some specific issues occur;
5. Authorities lack awareness and understanding on sexual rights and needs of persons with disabilities.
In order to meet the needs, with partners, HI will implement a second phase of the pilot project disability, gender and sexuality in China.
Objective
to mainstream disability into the work of sexuality through training of trainers, providing direct support to people and children with disabilities and continue advocacy towards decision makers and service providers to better fulfill the needs of people with disabilities

3. 云南省社区康复项目第二期 Community Based Rehabilitation Project-Second Phrase
国际助残与中国残联在云南的师宗县和澄江县合作开展了社区康复项目第二期(2014-2016),项目具体目标是云南地区的残障人士及他们的家庭有更多机会参与社会生活并进行自我决策, 以更好的享有并行使他们的权益。 
In cooperation with China Disabled People’s Federation and the local disabled people’s federations in Shizong and Chengjiang County, Handicap International is implementing the second phrase of CBR(community based rehabilitation) project from 2014 to 2016. The objective of this three year project is to improve the self-decision-making and social inclusion of the people with disabilities and their families and hence to fulfill their rights of social inclusion.
