China Disabled Persons Federation - Handicap International

Handicap International and the China Disabled Persons Federation (CDFP) jointly organized a National Community-based Rehabilitation (CBR) Conference “towards the development of inclusive communities” in Beijing on the 15th -16th September. This conference was attended by more than 100 representatives from government, academic institutions, international and local organizations. And we have the honor to have Vice President of the China Disabled Persons Federation- Madam WANG Naikun, the Ambassador of Belgium - H.E. NIJS Patrick, the Head of the Mongolia, Social Reform and Governance Section of European Delegation to China MR. MATTHIAS REUSING present and speech on the opening ceremony of the conference.

CBR is a strategy promulgated by Handicap International and international agencies (lead by WHO, ILO and UNESCO) to foster inclusive communities that promote equality of opportunity and the social inclusion of the persons with disabilities within their own communities. It is estimated today that approximately 15% of the world’s population lives with a disability (World Health Organization 2011 Report) and that 82% of people with disabilities in developing countries live below the poverty line (World Bank). A growing consensus states that the rights, needs, and perspectives of people with disabilities must be taken into account in order to attain the Millennium Development Goals and, more broadly, to guarantee “just and lasting change”. In light of this, CBR is now recognized as one of the principal strategies to respond to the needs of people living with disabilities in their communities. Key international agencies have adopted this strategy, and promote CBR as one of the main pillars on which to develop their policy frameworks benefiting people with disabilities.
There are more than 83 million people with disabilities living in China, of which 75% are from rural areas (2006 China Disability survey). To ensure the socio-economic inclusion of people with disabilities in China is a challenging mission for all concerned stakeholders. The Chinese Government’s 12th five year national program on disabilities, for the period 2011-2015, clearly highlights the need and commitment to continue to improve the conditions and access to support for people with disabilities in China. Improving the social security and social services systems is one of key objectives of this plan. The CBR approach is one of the most effective strategies and approaches that can respond to this ambitious plan for people with disabilities, especially those living in rural areas. In this context, it is the right timing to have this conference to build a platform for various stakeholders and people who are working in the filed of disabilities to share the experience and sessions learned, and finally to promote more inclusive development policies and implement projects that improve the social inclusion and quality of life of people with disabilities.
This conference has been supported by the European Union, and the Belgian Development Cooperation, in particular, along with the following organizations and foundations: the Kadoorie Charitable Foundations, CBM, Leonard Cheshire and the Hong Kong Society for Rehabilitation. The outcomes of the conference will be shared among a wide range of national and international disability development organizations working in China, in order to improve the rehabilitation and social inclusion of people with disabilities, especially those from rural areas.
