精神障碍融合项目启动Mental Health Project in Yunnan was Launched

中国目前有超过1亿人有各种精神健康问题,其中1600万人有严重精神障碍。他们在参与社区生活和获得社会支持方面有强烈需要。要改变这一现状,需要公民社会组织、社会服务提供者和政府部门共同协作,提供个人化和全面的社会支持。 从2016到2019年,国际助残将和项目合作伙伴云南省残疾人联合会、昆明新天地康复会所一起执行精神障碍融合发展合作项目。项目旨在推动多部门协作,改善试点地区的精神障碍者的社会参与和社会融合。试点地区是云南省昆明市西山区、盘龙区和宜良县。这不仅是国际助残在中国开展的第一个精神障碍项目,也是云南省首个精神障碍国际合作项目。

2016年5月18日,项目在云南省昆明市召开了项目启动会。来自国际助残、云南省残联理事会和残联康复处、项目点政府、新天地康复会所、专家和精神障碍者及其家属共55人参加了项目启动会。国际助残国家代表安蕾、云南省残联党组副书记、副理事长黑贵祥、省卫计委疾控局杨海彬调研员进行了发言。国际助残项目总监孙鹤介绍了国际助残机构及精神障碍融合发展项目,国际助残技术专家Sarah介绍了国际精神健康与社会心理支持,云南大学社工系高万红教授就中国精神健康服务的现状和挑战进行简短报告。为了给项目提供更好的指导,项目成立了专家委员会,安蕾女士和黑副理事长向到会的专家颁发了聘书。 在项目启动会结束后,国际助残分别在5月和7月对项目合作伙伴开展了关于项目管理和财务管理的能力建设培训。

On May 18th, HI China program launched its first project dedicated to people with Mental Health problems. This 4 years project, funded by the EU and the Foreign and Commonwealth Office is implemented in partnership with the Yunnan Disabled Persons’ Federation and the local CSO New World Club House.55 participants, including people with mental health problems and their families, government officials, and representatives from the local government, the health sector, and the academic experts attended the opening ceremony.

In China, there are currently more than 100 million people with mental health problems, of which 16 million have severe conditions. They have strong needs for community participation and social support, but the severe stigma and discrimination often exclude them from society. To change this situation, personalized and comprehensive social support is needed from civil society actors, service providers and government actors. The project will support people with mental health problems to enable their inclusion and participation in all aspects of community life with multi-party cooperation. This is the ever first project on mental health for HI China program and the first international cooperation project on mental health in Yunnan province.
